Elaine
Taulé, President and CEO of NMS Management Services, Inc.
utilized her varied and successful career in sales and marketing
by founding NMS Management Services in 1989 for the purpose of educating
and preventing substance abuse in the workplace. The full-service
Company's innovative approach to implementing drug testing programs,
MRO service, drug awareness education, EAP services combined with
competitive pricing has placed NMS Management Inc. in the forefront
of the industry.
Under Elaine Taulé's attentive guidance, NMS
Management Services, Inc. now provides national drug testing and has grown to include a menu of other screening services including:
Criminal Background Searches, MVR Reports, Credit, Employment, Education
Screenings, Employee Assistance Programs, MRO Services, DNA Testing
and Safety Programs.
The Company strives to continually upgrade their
services and has added Paramedical Exams for the Insurance Industry
to its menu of services. In the past year, sales have tripled, clients
number over 1000, and the staff has grown to 20. The NMS Management
impressive client roster includes such companies as HBO Latin America,
Roadhouse Grill, Pet Supermarket, Delray Acura, Play It Again Sports,

In addition to overseeing her prospering business,
Taulé is involved in a wide variety of business, civil and
charitable activities. She served two terms as President of the
Palm Beach County Chapter of NAWBO (National Association of Women's
Business Owners) and is currently Board President of AVDA (Aid to
Victims of Domestic Abuse). Taulé is also a member of the Palm Beach
County Chamber of Commerce, Business Against Narcotics and Drugs, NOPE Task Force (Narcotics Overdose Prevention & Education)
Drug Free Schools Coalition, and the Palm Beach County Small Business
Advisory Board.
Elaine Taulé, along with her capable management
team, is determined to grow NMS Management to the next level and
to extend the outreach of her company's services. Elaine Taulé
continues to support the solidarity of women business owners through
her active association with NAWBO and is committed to enjoying her
family above all else.
Alfredo
E. Taulé, Executive Director of NMS Counseling - EAP
Alfredo received his Undergraduate Degree from St. Johns University,
Masters Degree from Nova University in Substance Abuse Counseling
and Education. He completed internship at Hanley Hazelden Center
in West Palm Beach, FL and presently has an affiliation there. Alfredo
is a member of the Employee Assistance Program Association and is
a Ph.D. candidate at Maimonides University.
John P. McGuire, Vice President of Operations
John (JP) brings 16 years of clinical and toxicology experience
to NMS. John is a certified professional collector trainer of drug
screen collectors. His vast knowledge of Drug Free Workplace and
DOT Federal Regulations exceeds and surpasses all requirements for
the substance abuse industry.
Ernesto Matamoros, MD, MRO
Dr. Matamoros has been the certified Medical Review Officer for
NMS since 1996. AAMRO’s certification is based upon the federal
requirements developed by the Department of Health and Human Services
for federal drug testing programs, and fulfills the requirements
of those states requiring certification of Medical Review Officers.

NMS Management Services, Inc. was founded in 1989 by
Elaine Taulé. As a mother of six children, she found
the need to become better educated in the signs and symptoms
of substance abuse. That flourished into a business that now
exceeds 1000 clients nationwide and employs a staff of 20
plus 30 outside contractors.
Elaine Taulé and her professional staff provide
Turn Key Drug Free Workplace programs. NMS implements the
program which includes the policy, consent and authorization forms,
chain-of-custody-forms, education, etc. Additionally, NMS
manages the testing, reporting and compliance process. NMS provides and completes
the 5% Premium Credit and re-certification application (Form #09-1).

Elaine's affiliations with Certified
Laboratories/Employee Assistance Programs (EAP)/Medical Review Officers (MRO)
and a Collection Site Network of well over 2000 has propelled her to be
considered a front runner in the Substance Abuse Testing industry. NMS
also offer Paramedical Services for all life and health insurance
companies.
As a woman-owned and operated business, Elaine
has experienced many of the problems familiar to other minority
owned businesses. She joined NAWBO in 1996 and has greatly benefited
from that association. "I not only made some very good business
contacts, more importantly, I learned from other women business
owners what possible pitfalls to expect. This exchange of ideas
allowed me to grow not only as a business owner but also as a woman.
The positive reinforcement and encouragement helped me to triple
my business in a very short period of time."

ELAINE’S STORY –
Why Our Company Was Founded
It was 1989 and all my children were away at college.
As you know children of college age are always experimenting with
one thing or another and drugs were no exception. While I was researching
ways of getting drug testing done for my kids I thought about other
mothers looking for a way to test their children as well. I
developed a relationship with a sales rep at the local LabCorp facility and that was the beginning.
He explained how the entire Drug Testing industry was about to explode,
especially in Florida.
At that time certain states were becoming drug
free workplace states, which meant you had to have a policy and
program in place if your business intended to work with the state
and/or federal governments. In order to
encourage any size business to implement such a program, they were
given a benefit of a 5% reduction in the Workers' Compensation premium.
Naturally, the Department of Transportation (DOT) already had regulations
as did the FAA. Each State now was looking into setting up rules
and regulations to be followed.
Out came the typewriter, fax and pen. I turned
one of the bedrooms into an office and began researching and calling
everyone involved with the drug testing process. I had some very
good mentors who wanted to share their experiences with me. I was
very fortunate. My first client (who I am happy to say is still
with me) had received a typed policy and I walked him through the
process of implementing the program. His chain-of-custody forms
were hand delivered by me. I could be reached 24 hours a day, 7
days a week. I must say I loved it and still feel the passion
for it. I really believed in the process of drug testing and rehabilitation
of substance abusers. I would assist the employer in implementing
the program and maintaining compliance with the rules and regulations.
This was difficult for the individual business owners to implement
by themselves; however, with our assistance, it became easy for
them.
The Company's growth has been phenomenal. In 1998 we had
outgrown the house and moved into our first real office. We now occupy
3000 square feet in Delray Beach. NMS now has 20 employees who work
in the office and 30 outside contractors. Add that to our network
of over 2000 collection sites nationwide and affiliations with four
major laboratories. We are on the move!
